J&K PSC Pre cum Main Exam Complete Study Notes Available

In an unprecedented move, the Jammu and Kashmir Public Service Commission (JKPSC) on Wednesday withdrew its notification for the state civil services main exam as it decided to re-assess the merit of candidates who appeared in the preliminary exam for this selection. This was the first such incident in its 60-year-old existence.

In a notification, the JKPSC said that after the announcement of the result the commission again received various deputations/representations and applications under the J&K RTI Act, from Kashmir Administrative Service aspirants about discrepancies in question papers/answer keys of J&K combined competitive (preliminary) examination, 2016.

It said that the commission in its 4th extraordinary meeting held on June 12 has decided to refer the question papers and answer keys thereto to the independent/third party subject experts for re-looking/revisiting them in order to find out discrepancy, if any and in view of this, the results notified for the test held on April 23 have been kept in abeyance and the May 9 notification inviting applications for the main examination 2016 is hereby withdrawn".

The preliminary exam question papers and the answers keys had attracted much criticism from candidates, most of whom alleged that wrong options had been treated as correct for many questions set in the preliminary exam. A local journalist had also written extensively on the matter.

Mufti Tasaduq Hussain, the brother of Chief Minister Mehbooba Mufti who looks after the chief minister's grievance cell had also sent a missive to the JKPSC Chairman, requesting withdrawal of the announced results in light of huge discrepancies in the preliminary test brought to his notice by aspiring candidates.

The examination shall be conducted by the Commission in accordance with the provisions of Jammu and Kashmir Public Service Commission (Conduct of Examination) Rules, 2005.

Eligibility

The candidate must be a permanent resident of the State.

Educational Qualification: Bachelor’s degree of a recognized University in India or of a foreign University declared by Government in consultation with the Commission to be equivalent to the degree of a recognized Indian University.

Age Limit

Candidatesshould have attained minimum 21 years but not have exceeded the age of 35 years (in case of OM candidates) as on 01 January.

Relaxation in Upper Age

The upper age limit in case of following shall, however be 37 years again reckonable with reference to 01 January 2014

  • Candidates belonging to Scheduled Castes/ Scheduled Tribes/ Socially and Educationally Backward Classes;
  • Candidates holding a civil post in the State in a substantive capacity

The upper age limit for physically challenged candidates is 38 years irrespective of the category to which such a candidate belongs.

KAS Exam Pattern

(1) The examination shall consist of two successive stages :

Preliminary Examination Pattern

(a) Combined Competitive (Preliminary) Examination (Objective Type) for the selection of candidates for the main examination

The preliminary examination will consist of two papers of objective type (multiple choice questions) and carry 450 marks in the subjects set out in Appendix-I. This examination is meant to serve as a screening test only. The marks obtained in the preliminary examination shall count only for short-listing of the candidates for the Main Examination.

Subject to the minimum qualifying marks as may be fixed by the Commission at its discretion, the number of candidates to be admitted to the Main Examination shall be, as far as practicable, 1/3rd of the total number of
candidates who appeared in the preliminary examination or twenty five times the total number of vacancies to be filled in the various services and posts, whichever be lower”.

Preliminary examination examination will consist of two papers :

PART A — PRELIMINARY EXAMINATION

COMPULSORY SUBJECT

GENERAL STUDIES SYLLABUS


The paper on General Studies will include questions covering the following fields of knowledge :

General Science

Current events of national and international importance, History of India

World Geography

Indian Polity and Economy

Indian National Movement and also questions on General Mental Ability

Questions on General Science will cover general appreciation and understanding of science, including matters of everyday observation and experience, as may be expected of a well educated person who has not made a special study of any scientific discipline. In History, emphasis will be on broad general understanding of the subject in its social, economic and political aspects. In Geography, emphasis will be on Geography of India. Questions on the Geography of India will relate to physical, social and economic Geography of the country, including the main features of Indian agricultural and natural resources. Questions on Indian Polity and Economy will test knowledge on the country’s political system, panchayati raj, community development and planning in India. Questions on the Indian National Movement will relate to the nature and character of the nineteenth century resurgence, growth of nationalism and attainment of Independence.

Main Examination Pattern

(b) Combined Competitive (Main) Examination (written and interview) for the selection of candidates for the various services and posts.

The Main Examination shall consist of a written test and an interview. The written test shall consist of question papers of descriptive type, out of which one paper shall be of qualifying nature only, from the subjects set out in Appendix-I as per the detailed syllabus in Appendix-II.

Note : (i) Paper I on English will be of matriculation standard and will be of qualifying nature only. The marks obtained in this paper shall not count for ranking.

Note : (i) For the language papers, the scripts to be used by the candidates will be as under :

(ii) Candidates will not be allowed to offer the following combination of the subjects :

(a) Political Science & International Relations and Public Administration.

(d) Mathematics and Statistics.

(e) Agriculture and Animal Husbandry and Veterinary Science.

(f) Management and Public Administration.

(g) Philosophy and Psychology.

(h) of the Engineering subject viz.

(i) Civil Engineering. Electrical Engineering and Mechanical Engineering not more than one subject.

(iii) The question papers for the examination will be of descriptive type.

(iv) Each paper will be of three hours duration.

(v) The question papers other than language papers will be set in English.

Candidates who obtain such minimum qualifying marks in written part of the Main Examination as may be fixed by the Commission in any or all the papers at their discretion shall be summoned by them for interview.

Interview/Personality Test

Total Marks (250 marks)

The interview test is intended to judge the mental caliber of a candidate. In broad terms, this is really an assessment of not only his intellectual qualities but also social traits and his interest in current affairs. Some of the qualities to be judged are mental alertness, critical powers of assimilation, clear and logical expositions, balance of judgement, variety and depth of interest, ability for social cohesion and leadership, intellectual and moral integrity.

The number of candidates to be summoned for interview will not be more than thrice the number of vacancies to be filled. The interview will carry a maximum of 250 marks (with no minimum qualifying marks). Failure to
appear in the interview shall render a candidate ineligible for being recommended for appointment notwithstanding the marks obtained by him in the written examination.

Merit List

Marks thus obtained by the candidates in the Main Examination (written part as well as interview) would determine the final order of merit. Candidates shall be allotted to the various services keeping in view their inter-se merit in the examination and the preferences expressed by them for the various services and posts. “The allotment of candidates to various services shall be made by the Commission”.
