Jammu & Kashmir Combined Competitive (Mains) Examination, 2021-Declaration of result reg. Notification No. PSC/Exam/2022/33 Dated: 19.11.2022 On the basis of the results of the Jammu & Kashmir Combined Competitive (Mains) Examination, 2021, held by the J&K Public Service Commission from 08.04.2022 to 18.04.2022.

The candidates who have qualified for Personality Test for selection to the J&K Combined Competitive Services i.e, Junior Scale of J&K Administrative Service, J&K Police (G) Service and J&K Accounts (G) Service is given below:

The Personality Test /viva-voce of these candidates shall be held w.e.f. 05.12.2022 in the office of the J&K Public Service Commission at Resham Ghar Colony, Jammu. The examination shall be conducted by the Commission in accordance with the provisions of Jammu and Kashmir Public Service Commission (Conduct of Examination) Rules, 2005.

JKPSC CCE : Eligibility Criteria, Age Limit, Educational Qualification

Nationality

A candidate must:

(i) be a domicile of Union Territory of J&K

NOTE: In-service candidate who has completed two years’ service on 1st January 2022 in substantive capacity, to be certified by the Head of Department shall alone be eligible to claim the benefit of upper age limit.

Educational Qualification

A candidate must hold a Bachelor’s Degree in any subject from a recognized university in India or from a Foreign University declared by Government in consultation with the Commission to be equivalent to a degree of a recognized University.

NOTE: Candidates who have passed the final professional MBBS or any other medical exam but have not completed their internship by the time of submission of their applications for the Combined Competitive (Main) Exam will be provisionally admitted to the exam provided that they submit along with their application a copy of certificate from the concerned authority of the University/Institution that they had passed the requisite final professional medical exam. In such cases, the candidates will be required to produce at the time of their interview original degree or a certificate from the concerned competent authority of the University/Institution that they had completed all requirements (including completion of internship) for the award of the Degree.

Reservation

(i) A candidate seeking his/her consideration under Reserved Categories must ensure that he/she possesses a valid requisite Category certificate on the last date prescribed for submission of online application for Prelims Exam (i.e., 15th May 2022).

(ii) The candidature of the candidates shall be provisional till the genuineness of the reserved category certificate is verified by the Appointing Authority.

(iii) Candidates may note that in case of a claim for reservation is made on the basis of false/fake/fraudulent certificate, he/she will be debarred from the exam conducted by the J&K Public Service Commission in addition to any other penal action as may be deemed appropriate.

Horizontal Reservation

A total of 4 posts in the Junior Scale of JKAS and 3 posts of J&K Accounts Gazetted Service are earmarked for selection of candidates from the category of Physically Handicapped/Disabled Persons in terms of J&K Person with Disabilities (Equal Opportunities, Protection of Rights and full Participation) Act, 1998.

Domicile

Candidates should be a Domicile of the Union Territory of Jammu & Kashmir. The candidate must posses the Domicile Certificate issued by the Competent Authority in the prescribed format as on the last date prescribed for submission of online application form for Prelim Exam.

JKPSC CCE : Selection Process

The scheme of selection shall comprise:

(i) Combined Competitive (Preliminary) Exam

(ii) Combined Competitive (Main) Exam – Written and Interview

(iii) Personality Test (Interview)

JKPSC CCE Prelims Exam Pattern

The JKPSC CCE Prelims Exam will consist of two papers (General Studies-I and General Studies-II). The paper will consist Multiple Objective Type (MCQ) questions.

Each paper will carry 200 marks. The marks obtained in the Prelims Exam will be counted for shortlisting for the Main exam.

NOTE:

(i) There will be negative marking for incorrect answers for all questions. There are four alternatives for the answers to every question. For each question for which a wrong answer has been given by the candidate, one-third (0.33) of the marks assigned to that question will be deducted as penalty.

(ii) If a candidate gives more than one answer, it will be treated as a wrong answer even if one of the given answer happen to be correct and there will be same penalty as above for that question.

(iii) If a question is left blank i.e. no answer is given by the candidate, there will be no penalty for that question.

Main Examination Pattern

(b) Combined Competitive (Main) Examination (written and interview) for the selection of candidates for the various services and posts.

The Main Examination shall consist of a written test and an interview. The written test shall consist of question papers of descriptive type, out of which one paper shall be of qualifying nature only, from the subjects set out in Appendix-I as per the detailed syllabus in Appendix-II.

Note : (i) Paper I on English will be of matriculation standard and will be of qualifying nature only. The marks obtained in this paper shall not count for ranking.

Note : (i) For the language papers, the scripts to be used by the candidates will be as under :

(ii) Candidates will not be allowed to offer the following combination of the subjects :

(e) Agriculture and Animal Husbandry and Veterinary Science.

(f) Management and Public Administration.

(g) Philosophy and Psychology.

(h) of the Engineering subject viz.

(i) Civil Engineering. Electrical Engineering and Mechanical Engineering not more than one subject.

(iii) The question papers for the examination will be of descriptive type.

(iv) Each paper will be of three hours duration.

(v) The question papers other than language papers will be set in English.

Candidates who obtain such minimum qualifying marks in written part of the Main Examination as may be fixed by the Commission in any or all the papers at their discretion shall be summoned by them for interview.

Interview/Personality Test

Total Marks (250 marks)

The interview test is intended to judge the mental caliber of a candidate. In broad terms, this is really an assessment of not only his intellectual qualities but also social traits and his interest in current affairs. Some of the qualities to be judged are mental alertness, critical powers of assimilation, clear and logical expositions, balance of judgement, variety and depth of interest, ability for social cohesion and leadership, intellectual and moral integrity.

The number of candidates to be summoned for interview will not be more than thrice the number of vacancies to be filled. The interview will carry a maximum of 250 marks (with no minimum qualifying marks). Failure to
appear in the interview shall render a candidate ineligible for being recommended for appointment notwithstanding the marks obtained by him in the written examination.

Merit List

Marks thus obtained by the candidates in the Main Examination (written part as well as interview) would determine the final order of merit. Candidates shall be allotted to the various services keeping in view their inter-se merit in the examination and the preferences expressed by them for the various services and posts. “The allotment of candidates to various services shall be made by the Commission”.
