1. Notification

  • The Haryana Public Service Commission (HPSC) releases the HCS exam notification once a year, typically in the first quarter.
  • The notification includes details about available vacancies, eligibility criteria, exam schedule, and application deadlines.

2. Eligibility Criteria

  • Nationality: Candidates must be citizens of India.
  • Age Limit: Generally, the age limit is 21-42 years. Age relaxation applies for reserved categories, per Haryana government rules.

    • Candidates must hold a Bachelor's degree in any discipline from a recognized university.

3. Selection Procedure

The HCS exam selection process consists of three stages:

  • Preliminary Examination: Objective-type screening test.
  • Main Examination: Descriptive-type exam with multiple papers, including General Studies, Hindi & English, and an optional subject.
  • Interview: Final evaluation of personality, aptitude, and overall suitability.

4. Exam Pattern

  • Preliminary Exam:
    • Paper I: General Studies – 100 questions, 100 marks, 2 hours
    • Paper II: Civil Services Aptitude Test (CSAT) – 100 questions, 100 marks, 2 hours (qualifying with minimum 33% required)
    • Both papers are objective-type, and there is negative marking for incorrect answers.
  • Main Exam:
    • English (Qualifying) – 100 marks, 3 hours
    • Hindi (Qualifying) – 100 marks, 3 hours
    • Essay – 100 marks, 3 hours
    • General Studies I & II – Each paper carries 100 marks, 3 hours each
    • Optional Subject (2 papers) – Each paper carries 100 marks, 3 hours each
    • Total marks for the Mains (excluding qualifying papers) are considered for the final merit list.
  • Interview:
    • Carries 75 marks.
    • The final merit list is based on marks obtained in the Main Exam and Interview.

5. Preparation Tips

  • Know the Syllabus: Thoroughly review each topic, especially General Studies and Haryana-specific content.
  • Current Affairs Focus: Follow national and state-level news regularly, with an emphasis on Haryana-specific developments.
  • Foundation in Core Subjects: Strengthen your understanding of Indian history, polity, economy, geography, science, and technology.
  • Haryana-Specific Knowledge: Familiarize yourself with Haryana’s history, geography, culture, and recent government schemes.
  • Essay Practice: Work on your essay-writing skills, covering diverse topics like social, political, and economic issues.
  • Answer-Writing Practice: Practice structured, clear, and concise answers, particularly for General Studies and Optional subjects.

6. Syllabus Overview

  • Preliminary Exam Syllabus:
    • Paper I (General Studies): Covers Indian History, Haryana-specific history and geography, Polity, Economy, Geography, General Science, Environmental Studies, and Current Affairs.
    • Paper II (CSAT): Includes comprehension, logical reasoning, analytical ability, decision-making, problem-solving, and data interpretation.
  • Main Exam Syllabus:
    • Compulsory Language Papers:
      • English: Essay writing, precis, comprehension, and vocabulary.
      • Hindi: Grammar, usage, essay writing, and comprehension.
    • Essay Paper: Requires essays on topics related to social, economic, and political issues.
    • General Studies Papers:
      • GS Paper I: Indian and Haryana History, Indian Society, Geography, and Culture.
      • GS Paper II: Indian Polity, Governance, International Relations, Economy, and Statistics.

7. Viva-voce

The Viva-voce will be to test the personal qualities of the candidate. This test will be in matters of general interest and is intended to test the candidate's alertness, intelligence and general outlook. Consideration will also be paid to the bearing and physique of the candidate. It will be conducted either in Hindi or in English depending upon the option exercised by a candidate.

8. Optional Subjects

Agriculture : Agriculture, Agricultural Economics, Animal Husbandry and Dairying.

Animal Husbandry and Veterinary Science

Botany : Thallophyta, Bryophyta, Pteridophyta, Pehanero gams, Physiology, Ecology and General Biology including Cytology and Genetics.

Chemistry : Physical, Inorganic and Organic.

Civil Engineering

Commerce and Accountancy    

  1. Trade and Transport.Or
  2. Advanced Accountancy and Auditing. Or
  3. Business Organisation Management.

Economics

  1. Nature and scope of Economics systems and their functions.
  2. Micro Economic Analysis; National Income and Expenditure, Major Determinants of Income and Employment.
  3. Micro Economic Analysis; Demand Analysis, Price Formation under various Market Categories, Distributive shares.
  4. Structure of Indian Economy
    • Sectoral distribution of working force.
    • Problems of Agricultural Development and Reorganization.
    • Industrial Development policy.
    • India's Foreign Trade and Payments.
    • India's Five Year Plans.

Electrical Engineering

English Literature: Candidates will be expected to show a General Knowledge of the History of English Literature from the time os Spencer to the end of the reign of Queen Victoria with special reference to works of the following authors:
Shakespeare, Milton, Johnson, Carlyle, Dickens. Words worth, Keats Tennyson, Dardey.
Evidence of first-hand reading will be required.

Geography

  1. Physical basis of Geography of the world.
  2. Regional and Economic Geography of the world with special reference to India.
